Nigerian governments have been announcing growth without development
or growth that makes no positive impact on Nigerians and the economy since 1999.
That means that all through the Obasanjo’s years 1999-2007, the late Yar’ Adua’s
years 2007-2010 and Jonathan years so far 2010-now, Nigeria has been announcing
growth in government books alone, without any positive impact on the people and
the economy. It must be that Nigerian politicians share the billions and
trillions of Naira budgeted every year through white elephant projects or steal
the money outright. Otherwise, some people in government should have done
something about Nigeria achieving growth without development for fourteen
consecutive years. Nigeria must be doing the wrong things. In the three-part
article entitled, “Introducing growth elements into the Nigerian planning and
budgeting processes,” published in this column, I argued that Nigeria’s planning
lacks appropriate planning theory, appropriate planning framework and realistic
assumptions. This article discusses how inappropriate assumptions constitute a
serious obstacle to Nigeria’s development
