Four state governments – Edo, Ondo, Ekiti and Delta – have described the bidding process which produced an Indian firm, Vigeo Power Consortium, as the preferred bidder of the Benin Electricity Distribution Company (BEDC) as fraudulent, vowing to resist the operation of the consortium in their states.
